The 1980s gave us the MS-DOS operating system, parachute pants, the first IBM personal computer, Cabbage Patch Kids, Apple Macintosh and digital cellular phones, among other historical inventions - no wonder many were sad to see the decade end. From the municipal recycling perspective, the end of 1989 concluded a decade that saw more and more landfill and incineration facilities close, and more communities acknowledge the recovery of recyclable materials. Score one for the good guys.rnThus, with the 80s ending on a high note, what would the 90s hold in store for municipal recycling efforts. Some industry experts questioned, "Could recycling go the distance? Could recycling be the mechanism for revitalizing depressed inner city and rural economies by providing raw materials for highly profitable manufacturing plants (a promise the recycling revolution made when it began in the 1960s)?rnTo answer those questions, some experts believed that ownership of recyclables would be the key issue to address in the new decade. Whether recyclables were collected and processed by municipal crews or private firms, local governments would have to maintain control of materials for fundamental economic reasons, as jobs, skills and a manufacturing tax base would be the deciding factors between a declining urban economy and an expanded economic base for citizens and enterprises.
