In October 2001, the city of Ottawa launched its Compost Plus pilot project in nine neighborhoods with a population of 5,223. The purpose of the pilot was to evaluate different household collection containers and frequencies for organics and garbage (see "Comparing Containers, Carts, Bags and Pails in the August 2002 issue of Resource Recycling). One important feature of the pilot was the introduction of a paper bag manufactured by Prescott Paper Products (Kingston, Ontario). The bags come in a large, self-standing variety and a smaller size that fits the KC-2000 Kitchen Compost Carrier by Busch Systems International (Barrie, Ontario). Two layers of 30-pound wet-strength kraft paper provide the bag structure, and the inside is lined with cellulose fiber that looks like plastic but actually is transparent paper. The kraft paper is made from 10 to 40 percent recycled pulp by Manitoba Tolko Industries (Vernon, British Columbia). The cellulose film is from USB Films (Toronto), which uses raw material from eucalyptus trees in South Africa.
