A New Paradigm in International Collaboration: The US-UK International Technology Alliance in Network and Information Sciences
As our two armed forces work side by side in an increasingly dangerous and complex environment, it has never been more important or necessary that we should work together to jointly develop and utilise technology, concepts and understanding that can not only improve the effectiveness and survivability of our military forces, but also their ability to operate seamlessly together as a coalition. The ITA represents a bold experiment to achieve this ambition in the important area of Network and Information Sciences. Three factors at the heart of the ITA are critical to ensuring the success of this endeavour: Firstly, the ITA is focused on a fundamental, multi-disciplinary research programme, aimed at making significant advances in the state-of-the-art in order to improve our technical understanding and military capabilities. Secondly, the ITA consists of a world-class Alliance of industrial organisations, universities and government laboratories, working as a unified force to achieve the technical breakthroughs and to generate the enduring shared understanding that will be central to long-term collaboration and success. Finally, and perhaps most significantly, the ITA is a model of how collaboration could and should work. Teams are being created across organisational, technical and national boundaries in an environment that is engendering a spirit of common purpose and co-operation. We believe that the ambitions and expected outcomes described in this article cannot be achieved without all these factors in place in a single, integrated collaborative activity. The successes and impact of this programme will ultimately be judged on the tangible improvements that will be a benefit to UK and US soldiers conducting military operations.
