The issue of how the UK MoD can obtain best value-for-money (VFM) in its tender selection procedures for major projects has been the subject of a five-year research project started in 2000. Several factors had an impact on this research including the importance the Government gives to obtaining VFM in all that it purchases, and the pressure on the UK and other industrial nations to minimise their defence budgets despite the need to participate in the 'war on terror' and regardless of the effect of increasing weapon-system costs in real terms. 'More effectively integrated' was added to the Smart Acquisition catch phrase of 'Faster, Cheaper, Better' towards the end of this research (early 2004) and has been carefully considered. However, it has yet to find its way into many aspects of MoD acquisition.
