Over the course of the last decade there has been a significant and rapid shift in the relationship between government and its supporting military institutions, responsible for the defence of the nation and its citizens, and armaments manufacturers, who provide the necessary wherewithal to carry out this task. Historically within Europe over the last century, there appear to have been three principal factors that have influenced the changes to this relationship: the condition of international global relations; the system of individual government; and the governance of economic relations. These have combined to create various models, which differ from country to country.
