Both the Defence Industry Strategy document and Tom McKane's paper 'Enabling Acquisition Change' identify one of the key improvements needed in overall management as governance. Good governance is required to ensure that the capabilities required are procured at the best cost. In commercial usage, 'governance' has a slightly wider meaning, as it also means being able to demonstrate that senior management has implemented polices related to their statutory obligations and that they have not only been effectively promulgated, but that they have been effectively and consistently put into practice.
