The Old proverb : Prevention is better than cure. True, prevention requires enough back-ups - experience, indepth knowledge and foresight - all based on proven ideas, well mediated and dependable. On the other hand, the so called "cure", in many cases - particularly in the management of a natural problem - may not lead to a better solution - to avoid its recurrence with mutiple adversities. So, both the aspects - prevention and cure - need serious consideration in the case of linking rivers the Government of India now planning for.
