Winter weather is notoriously fickle, not least in moderate climates and latitudes, and in regions with diverse geography. The North Atlantic eastern seaboard is a perfect example of this, particularly in the region north of Washington, DC and up through the Canadian maritime provinces. Here, accurate weather forecasts can be difficult - such was the case in January as three weather patterns were poised to collide, threatening to create a super-blizzard with the potential for unprecedented snowfall in both the New York City and Boston areas. Emergency policy decisions were needed and would have to be made in consideration of the trade-off between possibly hundreds of millions of dollars in opportunity costs and potential loss of life. As the storm approached, media outlets focused their lenses and turned up their microphones. Mayor Bill de Blasio warned: "This could be the biggest snowstorm in the history of this city. My message for New Yorkers is: Prepare for something worse than we have ever seen before."
