The North Atlantic eastern seaboard is a perfect example of this, particularly in the region north of Washington, DC and up through the Canadian maritime provinces. Here, accurate weather forecasts can be difficult - such was the case in January as three weather patterns were poised to collide, threatening to create a super-blizzard with the potential for unprecedented snowfall in both the New York City and Boston areas. Emergency policy decisions were needed and would have to be made in consideration of the trade-off between possibly hundreds of millions of dollars in opportunity costs and potential loss of life.
