Local Service Delivery and Performance: The Development Approval Process in Jamaican Local Authorities

This paper attempts to assess the perception that Local Authorities (LA) are responsible for the backlog which exists in the development approval process; and to also assess the ninety-day benchmark as an efficiency target for the processing of development applications by Local Authorities. The paper also seeks to establish a linkage between outstanding applications and the opportunity cost to the local jurisdiction. A convenience sample of 1,434 outstanding development applications was used for this research. The research finding shows that the perception that local authorities are responsible for the backlog which exists in the approval process is not supported by quantitative evidence. On the contrary, the data shows that the majority of development applications (82%) referred to central government agencies within a two month interval period has been outstanding in these agencies for up to two to five years. The data also shows that Local Authorities were out-performing central government's approval benchmark. The paper recommends a rigourous re-engineering of the administrative processes which underpin the service delivery system with the aid of e-governance to improve efficiency in their processes.%Cet article tente d'évaluer la perception selon laquelle les Collectivités locales sont responsables des retards pris dans le du processus d'approbation de développement ; d'évaluer l'efficacité du délai de quatre-vingt-dix jours en vigueur pour le traitement des candidatures de développement déposées auprès des collectivités locales.
