摘要

This paper attempts to outline the challenges associated with providing micro-credit to the poor in Jamaica. The work of the Micro Investment Development Agency (MIDA), from 1999-2003, across four parishes is examined. MIDA delivers credit directly to the poor through a network of community based on-lenders and is a central programme in Jamaica's National Poverty Eradication Programme (NPEP). The funding, institutional, socio-cultural and economic challenges faced by MIDA as it attempts to service its target clientele are of central focus of the paper. The paper also examines MIDA's responses to the challenges facing its operations and concludes by advocating alternative approaches to providing micro-credit to the poor.
