This opinion article, is drawn form my own experience with Engineering Seismology, in which the Urbana (University of Illinois) crowd, Andy Veletsos, Nate Newmark, Ralph Peck, Emilio Rosenblueth, Arty Robinson and others later, played an important role in formulating. Opinions and facts/inference are not mutually exclusive-as a rule, the latter support the former. At least, one hopes they do.
