Times of danger and peril found in war often form the basis for periods of intense technological innovation and scientific development. Urgency replaces complacency. Resources become available. Goals are met. New weapons are built. Technological leadership becomes paramount. The United States faces great danger from its lack of ballistic missile defense. Complacency, widespread misunderstanding about our lack of missile defense, and over-reliance on arms control have placed us in a state of peril. Our lack of missile defense is an Achilles heel. Communist China is building three new types of long range ballistic missiles: the DF3 1, the DF4 1, and JL-2. Russia has over a thousand long-range ballistic missiles and is modernizing its forces with the Topol-K or SS-27. North Korea can threaten us with its Taepo Dong missiles. Iran is developing a long-range ballistic missile.
