Critics of America's manned spaceflight program like to question the value of the international space station, or of journeys to the Moon and Mars, by challenging proponents to identify benefits sufficient to justify the cost and risk. If the discussion is conducted on such terms, the conclusion is foregone. The costs are well-established and, with our present level of technology, very high, but the benefits are not easily predicted. As a matter of narrow fiscal policy, it seems more sensible to invest in activities with a more certain return. Case closed. But to me, this is a classic case of green-eyeshade thinking applied beyond its useful domain-a misguided attempt to quantify, in dollars and cents, the value of an inherently unknown future. It is the kind of thinking that caused the pundits of the time to characterize the purchase of Alaska as "Seward's Folly."
