The European Commission, in a move that could result in a long-awaited agreement with the U.S. government on coexistence of their future satellite navigation systems, is prepared to make a key concession on the radio frequencies its constellation will use, Europe's top satellite negotiator said Feb. 6. Heinz Hilbrecht, director of land transport at the commission, said Europe's decision, along with compromises agreed to by U.S. negotiators, could result in a final deal being assembled in the next series of bilateral talks, scheduled for Feb. 24-25 here. A broad agreement would end more than two years of negotiations over how the U. S. GPS navigation and timing system will coexist with Europe's Galileo constellation, now under development and scheduled for service in 2008.
