U.S. and European negotiators are scheduled to meet Feb. 24-25 in Brussels to put the finishing touches on an agreement that will give the world's satellite-navigation users a vastly more reliable and accurate system by the end of the decade. But questions remain about how the U.S. and European programs will coexist in practice, according to government officials on both sides of the Atlantic. Having the U.S. GPS constellation act in concert with Europe's future Galileo satellites will effectively double the reliability of current GPS terminals and increase their accuracy. Galileo is expected to be operational by the end of the decade.
