Despite growing congressional pressure and a groundswell of public support for one last space shuttle servicing mission to the Hubble Space Telescope, NASA Administrator Sean O'Keefe said he remains firmly opposed to taking that risk. Hubble supporters appeared to have won an important battle March 11 when O'Keefe agreed not to abandon the orbiting telescope before the National Academy of Sciences has a chance to weigh in on the matter. Later that same day, however, O'Keefe expressed doubt that anything the outside panel might have to say would change his mind. "Could we do this and take the risk? Sure, but somebody else has to make that decision ― not me ― because I'm not going to," O'Keefe told reporters at the agency's headquarters here, "I will not, under any circumstances, author-ize the conduct of a mission like that, that is not in compliance with the recommendations of the Columbia Accident Investigation Board."
