More than any other single element, the ongoing search for a reusable launch vehicle is stifling the development of true low-cost, responsive access to space. Unfortunately, whenever this subject comes up, people argue mostly by analogy, rather than by economics, engineering or history. Each of these tell us that reusable systems won't save money, but the argument for reusability is remarkably appealing. The arguments for reusable launchers always goes something like this: Launch costs are too high (surely this is true) and aviation costs would be exorbitant if we threw away a Boeing 747 airplane each time we used it (also true). Therefore, we must build reusable launch vehicles to bring the cost down.
