My long-time colleague Alain Du-pas prepared an earlier version of the above essay as a private think piece for a few people in the European space industry. But the paper quickly went beyond its original audience and, thanks to the Internet, in the past few weeks it has received wide circulation on both sides of the Atlantic. It has apparently stimulated in Europe increased attention to the perceived strategic dimensions of recent U.S. space policy and program decisions. The reactions that I have heard from people in the United States who have read the paper range from "it is a classic example of French over-rationalization and over-interpretation of disconnected events," or "it is an example of a misguided anti-American conspiracy theory," to "I wish the United States were that strategically smart."
