Some U.S. missile defense officials think the Kinetic Energy Interceptor (KEI) might be a silver bullet: a system that can shoot down enemy ballistic missiles in all stages of flight―boost, ascent, midcourse and even terminal―and protect not only the United States but also its friends and allies. The pursuit of a do-it-all system also may set up a struggle to dominate the missile-defense market. On one side would be Northrop Grumman, which is leading a team developing a mobile, land-based KEI system by 2011 under a $4 billion contract. On the other would be Boeing, the prime contractor on the Ground-based Midcourse Defense system that is designed to knock out long-range missiles before they re-enter the atmosphere.
