摘要

The economies of the world's most successful nations are rooted in the theory and practice of capitalism. They embrace the idea that market forces, free trade and the collective effects of many individually diverse, self-interested decisions result in the long-term creation of greater wealth than is possible through the mechanism of central government planning. No nation is more firmly doctrinaire in its free-market vision than the United States. Which makes it all the more surprising that, when it comes to space, we practice so little of what we preach. If you compare the growth of the railroad, automobile or aviation industries in their first half-century of development, with that of the space industry over a similar period, it is difficult to come away believing that all is well in space. The reasons for this are varied, but have as much to do with the Cold War origins of the American space industry as any other factor. The guaranteed performance of space systems was judged too important to be left to the vagaries of the market.
