The U.S.-led war on terrorism, which has dramatically underscored the shortage of satellite capacity faced by U.S. forces, is a major factor behind a delay to a U.S. Navy system that is expected to go a long way toward addressing the problem. The Pentagon has asked Congress for permission to divert $102 million of the $271 million appropriated in 2004 for the Mobile User Objective System (MUOS) satellites to help cover its portion of the war in Iraq and on terrorism in general. The reprogram-ming would all but guarantee that the contract award for the satellites, previously slated for June, will not occur before Oct. 1, the beginning of the U.S. government's 2005 fiscal year.
