The inability of U.S. lawmakers to adopt a spending plan for federal government agencies in 2011 has raised a cloud of uncertainty over NASA's near-term procurement plans, with some solicitations planned for the budget year that began Oct. 1 being deferred while work on other projects is being scaled back. NASA, along with the rest of the government, is operating at last year's spending levels under a continuing resolution the U.S. Congress approved in December.
