As decisions rage over NASA's 2014 budget, the enduring spat between political camps in Congress over what NASA should be given creates the impression that the agency is a ship controlled from the shore. The captain has no control over the rudder and the engine room is managed from elsewhere. This has become brutally clear in recent weeks with the fight between different directions signposted in the Senate and the House of Representatives. By the time these words are written a compromise may be reached through the Conference Committee whereby the divisions in proposed funding levels are eliminated.
