These two books assess what has gone wrong in Europe and ask what could be done to secure its future. One looks at the European Union as a whole, while the other focuses on Economic and Monetary Union and the euro. Not only is the EU disintegrating under the impact of the world financial and economic crisis, argues Jan Zielonka in his short but eminently readable tract, Is the EU Doomed?, but it also faces a deeper crisis of 'cohesion, imagination and trust' (p. 3). The gap between the rich centre and the impoverished periphery has grown dramatically over the last few years, and nobody really knows how to reverse this. In addition, the EU desperately needs to find new ways to distribute and invest its money. Yet even if solutions to these problems could be found, political leaders would still have a hard time persuading their electorates to support them: voters have lost their trust in politicians, whether they come from Brussels or from national capitals. According to Zielonka, the EU's crisis management since 2008 has been abysmal, making the union appear 'stingy, rigid and oppressive' (p. 18) despite its good intentions, and undermining long-standing political compromises, such as the delicate balance between supranationalist and intergovernmental features in the EU institutional architecture.
