Last November, when Ukrainian President Victor Yanukovich rejected signing an Association Agreement with the European Union in favour of closer economic ties with Russia, it appeared that Moscow's combination of economic sticks and carrots (the latter of which included a $15-billion loan) had succeeded in neutralising the EU's Eastern Partnership programme in Ukraine. The Kremlin was alarmed by EU policies designed to draw Russia's Western neighbours away from its increasingly assertive and authoritarian orbit.
