In Black Orpheus, a 1959 film by French director Marcel Camus, a young Brazilian boy rushes to the top of the hill overlooking Rio just before dawn every day and plays his guitar to invite the sun to rise. He keeps plucking the strings until the fiery disc is well above the horizon, otherwise it would sink back below it. I confess that the scene came to my mind while reading The World America Made, in which Robert Kagan describes how the United States shaped today's world and how we would all be worse off should the alleged decline of American power be such that the country can no longer lead this relatively benign international system.
