Vladimir Putin's return to the Kremlin for a third term has revived the decades-old debate about how Russia is ruled. How does one describe the system that Putin has created over the past dozen years, and what is its trajectory? University of Virginia Professor Allen Lynch's contribution is part of a series of short biographies of 'leaders who have shaped international relations during the modern era'. It argues that Putin has brought stability and prosperity to Russia and that the West, particularly the United States, has been remiss in not responding to Russia's offers of partnership - albeit on the Kremlin's terms.
