The IISS hosted a delegation from the Democratic Peoples' Republic of Korea (DPRK) on 26 March for an annual workshop on fostering international dialogue on Korean security, which also brought together government rep- resentatives and experts from the Republic of Korea (ROK), the People's Republic of China (PRC), Japan, the United States, the United Kingdom and other European countries. Developments in the lead-up to the workshop caused IISS expectations to fluctuate widely. Following the 29 February agreement for a moratorium on North Korean nuclear and long-range missile tests and uranium-enrichment activity, workshop organisers were optimistic. North Korea's announcement 16 days later of plans to launch a space satellite, effectively reneging on the 'Leap Day deal', punctured that optimism.
