Avoiding Trivia raises a fundamental issue for the American republic: can its huge structures give rise to policies for national security that effectively serve the national interest and reflect the public will? Anyone who doubts the significance of this question should read 'Top Secret America', the recent series by Dana Priest and William Arkin in the Washington Post. The articles focus at length on the 'top-secret world' created in response to the terrorist attacks of 11 September 2001.
