The author of this volume, Sir David Omand, is perhaps uniquely qualified for the task of writing it, having been an intelligence practitioner (he initiated the post-Cold War modernisation of Britain's Government Communications Headquarters (GCHQ)), a senior Whitehall mandarin (as Security and Intelligence Coordinator he formulated the UK's CONTEST counter-terrorism strategy), and most recently an academic lecturing on intelligence at King's College London. And there could have been no better time to publish a book which looks in such detail and with such great authority at the complex nexus of issues surrounding security and intelligence in the modern era.
