In an age of local conflicts, failed states and festering crises, the description of evolving situations on the ground and factual details tend to be more interesting than general theories. This is especially true of the question of humanitarian intervention. Endless debates pit those who approve of it based on the universal character of human values and rights against those who oppose it as an infringement on the sovereignty of states and the independence of peoples, or else as a new form of Western imperial dominance. This debate is equally divisive among governments, lawyers, scholars and humanitarians themselves: two former leaders of Doctors Without Borders, for instance, have staked out opposing positions on the question. The debate, however, is much less likely to be settled in theory than in practice. What good does humanitarian activism actually do? Does it effectively alleviate the tragedies of contemporary conflicts and demon-strably bring help to innocent civilians? Does it promote a measure of justice and peace?
