One of the more vexing questions in international development is how Latin America and the United States diverged so drastically in their economic development in the past two centuries. The question gets more complicated whenrneconomists ponder why Latin America has not been able to recover from the 'development gap' as many countries in East Asia have. Some economic historians find explanations in Latin America's geography, natural resources, cultural peculiarities or dependency upon the developed world; Francis Fukuyama, however, gives a more nuanced and less deterministic analysis of Latin America's divergence from the developed world. He contends that while history may not have helped Latin America make progress, smarter policies, leadership and institutions might.
