Those who believe that the European Union (EU) has at last emerged from the crisis of the early twenty-first century may want to think again. Simon Hix argues that the real problems facing the EU have only just begun to emerge. Noting the sharp difference in the level of popular support between the early 1990s and today, Hix claims that the EU suffers from a lack of legitimacy that a healthy dose of good economic performance alone cannot cure. Meanwhile, the days when European integration could progress simply by removing barriers to make the marketplace more efficient are gone; the EU is now occupied with more obviously social and redistributive concerns.
