Pooling the resources and assets of public and private actors, with clearly defined roles, is the only solution for developing digital mobility tools and services that are suited to the urban environment while being effective and reliable, which can find a market not dependent on taxpayer funding while blazing a trail through the landscape of public and private monopolies. Government agencies must not do everything on their own, but nor can they leave public policy to the private sector, as that is not its proper role. For this reason, government will remain the leading player in collecting data and managing transportation networks.
