Telecom Italia (TI) is planning to negotiate access to FastWeb's fibre-to-the-home (FTTH) infrastructure rather than roll out its own next-generation access infrastructure in areas where the alternative operator has already done so. TI is not the first European incumbent to consider using a rival's network to reach the customer, but the resulting deal could be one of the region's most significant. FastWeb's FTTH network is Europe's largest, passing around 10 million, or more than 40% of Italy's homes, according to the Broadband Subscriber Database. Ironically, its origins lie in a "once in a lifetime" deal FastWeb secured with TI to use the empty ducts of a cable-TV network the incumbent never built, says one regulatory expert. A FastWeb spokeswoman says the company has not ruled out offering wholesale access but adds that much will depend on upcoming regulation on how TI's own network should be separated from retail services (TM, 27 Mar, 2007). "Based on this law, we will decide how we will make our access available," says the spokeswoman. The law is likely to outline how competitors will be able to access TI's own next-generation access network. Such access will be key to FastWeb, which about a year ago stopped building out its FTTH network in favour of unbundling the incumbent's DSL network.
