Estonian incumbent Elion has announced that approximately 25% of its broadband customers have signed up to IPTV in the 10 months since launch. Even compared with December 2006, IPTV subscriber figures have increased significantly, from 28,000 then to 35,000 at end-April. By end-2007 Elion expects to have 10% of the total TV market on its IPTV platform, a market share most IPTV services are not even close to achieving (TM, 13 Mar, 2007). The success of IPTV in the Baltic country, which has higher broadband penetration than the western European average, stands in sharp contrast to the majority of eastern Europe, where broadband, let alone IPTV, is struggling to attract subscribers.
