The Telecom Act of 1996 was supposed to promote competition, thereby benefiting consumers. Instead, key provisions of the Act have been struck down by the courts. Meanwhile, merger frenzies have been occurring within the telecom and media industries. The end result thus far seems to be that big businesses—not consumers—are the only real beneficiaries of the Act.
