China, the largest cotton producer and consumer, is forecast to produce, according to the International Cotton Advisory Committee (ICAC), 7.3 million tons of cotton in 2012-13 (23% of the world production) and consume 8.3 million tons (36% of world cotton mill use), holding eight million tons (47% of global stock) at the end of 2012-13 season. Last season the Chinese govern- ment purchased over 3.12 million tons of cotton for state reserves at a floor price of RMB 19,800 (US$3,018) per metric ton, well above the world market price.
