Importers and retailers in the 27-nation EU are happy that the coming New Year will mark the end of the import restrictions on 10 categories of Chinese textiles and clothing. The textile and clothing manufacturers in the EU are meanwhile worried if a surge of Chinese goods will threaten their survival. Now that their summer holidays are over, the representatives of the European textile and clothing industry as well as their lobbyists in Brussels, Euratex, will be keeping a close watch on imports from China. So will Peter Mandelson, the chief trade negotiator for the 27-nation European Union (EU). The fact is that the quotas on 10 categories of textiles and clothing which Mr Mandelson negotiated in Shanghai in June, 2005, will be lifted from January 1, 2008. The EU's trade supremo made it clear towards the end of July that the EU did "not propose to extend the export restrictions," adding "but, equally, it is in both our interests to have a smooth transition to normal trade." EU importers and retailer welcomed Mr Mandelson's refusal to extend the quotas in force since July 2005. "Importers and retailers need 12 months predictability," Xavier Durieu, the secretary-general of Eurocommerce, the Brussels-based body representing 100 trade organisations in 29 European countries, pointed out. Much the same point was made by Betty van Arenthals, president of the Brussels-based European Association of Fashion Retailers (AEDT), which represents 400,000 small and medium-sized firms. She, too, said that "traders need one year predictability," and noted that "most (EU) retailers have already placed their orders, signed contracts and made payments."
