The preparedness of India's textile and clothing industry for the post-quota era

The Uruguay Round negotiations resulting in a 10-year phase-out of textile and clothing export quotas under the Agreement on Textiles & Clothing, and emergence of the WTO presents a great opportunity and challenge to the Indian industry. The end of textile quotas was accompanied by reduction of Customs duties and quantitative restrictions on import of a wide range of textile and clothing products into the Indian market. Textiles and clothing constitute one of the largest industrial sectors in India and a leading foreign exchange earner. India's share of world textile trade increased from 2.34% in 1990 to 3.53% in 2002, while its clothing trade increased from 2.09% to 2.78%, thus only a marginal increase in India's clothing trade vis-a-vis world trade in clothing (Fig.1).
