On May 23, 2005, the US government imposed import restrictions on seven types of textile goods from China until the end of 2005. Within just one month, cotton knitted shirts under Category 338/9, artificial fabric underwear under Category 352/652, and cotton trousers under Category 348/9 have reached 100% of the allocated quota, leaving no more shipments of these goods possible for the rest of this year. After the US government declared the imposition of restrictions, many textile plants in China rushed their goods-for shipment, some even air-freighting the cargo to beat the deadline, seriously disturbing the normal schedule of production and delivery of ordered goods, repeating the situation of the quota requirement period. Nonetheless many shipments arrived in the US without being able to clear Customs, creating immense losses for the producers, accused of failing to fulfil orders, while in fact the cargo was shipped but failed to be delivered ashore.
