摘要

The European textile and clothing industry is a house di vided against itself. Trade policy towards Asian exporters is driven, as a result, by the most protectionist sectors of the industry. Hence the re-imposition of quotas on Chinese garment exports earlier this year by the 25-nation European Union. The situation would be different if each EU country could set its own trade policy, but since 1958 it is Brussels which sets trade policy. The EU thus has a chief trade negotiator, who operates under a negotiating mandate which has been approved by the Foreign Ministers of the member countries, meeting in Brussels as the Council of Ministers. The current negotiator, Peter Mandelson, has had his knuckles sharply rapped by the French for exceeding his mandate in connection with the agricultural negotiations taking place in the framework of the Doha Development Round.
