摘要

How has the Agreement on Textiles & Clothing worked? Where is vigilance still needed? Paper presented by the ITCB to its 39th Session, New Delhi, April 5-8. Article 8.11 of the Agreement on Textiles & Clothing stipulates: "In order to oversee the implementation of this Agreement [i.e., the ATC], the Council for Trade in Goods shall conduct a major review before the end of each stage of the integration process" and that "to assist in this review, the TMB shall, at least five months before the end of [the] stage, transmit to the [Council] a comprehensive report on implementation...during the stage under review..."
