An optimistic review of textile trade prospects for 2005 and after - address to the 39th Session of the Council of Representatives of the International Textiles & Clothing Bureau, New Delhi, April 5-8. First of all, as usual on occasions like this, I must report that quotas are still biting. For the quota year 2003 98 categories were over 80% utilised. This is an improvement on 2002, when 112 categories were over 80% utilised. Why I bring this up every time the ITCB Council meets is that it was said in many quarters 10 years ago, when the ATC was a new feature, that quotas would soon stop biting, as the growth of quotas was supposed to make the restriction of quotas insignificant.
