The 25-nation European Union seems increasingly alarmed about China. The European textile and clothing industry is bracing itself for a sharp rise in imports from China in 2005, after the elimination of the remaining 210 MFA quotas from 11, mostly Asian, WTO countries. According to Euratex, the industry's Brussels-based lobby, since 2002 China has completely unbalanced the quota dismantling process set out in the Agreement on Textiles & Clothing (ATC), by cutting prices by as much as 75% on average for products made quota-free in the EU two years ago. As a result, China is now the EU's leading supplier of textiles and clothing. Its exports of these products rose to EUD 12.3b in 2003, representing 17.5% of the EU's imports in value and 40% of its overall trade deficit in textiles and clothing.
