The year 2005 will see the final elimination of decades I of quantitative restrictions which have considerably distorted the international trade in textiles and clothing. As we reach this historical watershed, the continuity of the newly liberalised scenario in the textiles and clothing sector can necessarily only be protected by ensuring a level and equitable basis for competition among all the concerned entities. The inexorable process of globalisation with its rapid integration and restructuring of the global economy and its domestic components has resulted in an increasing uni-versalisation of rights and obligations. Just as much as the denial of market access would negate the benefits of globalisation, so too would the continued use of lower labour or social standards to retain cost and investment advantages be inimical to the full realiation of the benefits of globalisation.
