摘要

This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from Japan and Spain for the Peer Review meeting on 23 November 2004. The principal issues covered were: ⅰ) the high level of Norwegian ODA; ⅱ) the over-arching commitment to fighting poverty; ⅲ) a reorganized aid administration in Norway and the need to complete the process while not losing important skills and experienced personnel; ⅳ) the value of an explicit strategy for the relationship between the government and Norwegian non-governmental agencies; ⅴ) the absence of a comprehensive policy document for humanitarian action, despite a large programme; and ⅵ) the scope for improved action and reporting publicly on policy coherence for development.
