When the Conservatives were in opposition, high speed rail was often touted as a substitute for domestic aviation. Few experts agreed, but the approach seemed a sensible balance to Conservative opposition to a third Heathrow runway. When the Coalition started to look at transport schemes it had inherited from the Labour Government, David Cameron's strong support of HS2 ensured it would survive the chop. Indeed, in opposition the Tories had a progressive approach to high speed rail. They wanted to see London connected via Heathrow to Birmingham and its airport and onwards to our great northern cities via Manchester Airport and up into Scotland. It was a route that spoke of their intent to rebalance the economy away from the southeast and to bring greater connectivity to the northern industrial and financial hubs. A joined-up approach to connectivity was to be at the heart of transport investment.
