'Ian'Jeffrey became Chairman of BALPA in the 1960s when British government, aircraft manufacturers and civil air transport companies were pursuing political objectives, with growth and financial well-being as secondary objectives. Small independent airlines were confined to "affinity" charterflights -they could not sell seats to individual would-be travellers.These circumstances had direct effects on BALPA. Ian was the first BALPA Chairman to take account of these realities and to recognise that to achieve its objectives and become influential in national and international circles it must publicise Pilot Association concerns and activities in matters important to the general public-and to politicians.
