Why We Lost - written by a retired lieutenant general with a thirty-five-year career in the US Army and two tours of Iraq and one of Afghanistan under his belt - is an interesting read, but falls short of fully answering the fundamental question posed in its title. And while there are certainly parts of this book that strategists should study in detail, this will not be necessary for all 493 pages. Echoing the Ranger Creed, Bolger states: 'I am a United States Army General, and I lost the Global War on Terrorism.' This somewhat startling statement inadvertently sets the stage for a book that recounts many a firefight without addressing critical issues of strategy, campaign design, civil-military relations and the interplay of the national-security enterprise in determining strategic objectives, devising plans and policies to accomplish them, and assessing and adjusting those when required.
